Across North America and Europe, governments are spending billions to replace lead water service lines. The goal is straightforward: reduce potential health risks and modernise ageing water systems. The reality is proving more complicated.
Many cities do not have complete records showing exactly where lead pipes are located. In some cases, municipal records indicate one material while field inspections reveal another. This uncertainty is slowing replacement programs and increasing costs.
The challenge often begins at the property line. Municipalities may own part of a service line while homeowners own the remainder. Replacing only one section can create technical complications and may not deliver the full benefit of a complete replacement. As a result, some cities are trying to coordinate work with private property owners, a process that can involve additional approvals and scheduling challenges.
Construction itself can also be disruptive. Streets may need to be excavated, utilities temporarily interrupted, and landscaping restored. While individual projects are often completed quickly, replacing thousands of service lines across an entire city can take years.
Funding remains another hurdle. Governments have committed significant resources, but replacement costs continue to rise due to labour shortages, material costs, and the complexity of working in dense urban environments.
Technology is helping improve planning. New mapping tools and predictive models can help identify likely locations of lead pipes, reducing the need for extensive exploratory work. Even so, much of the process still depends on physically locating and replacing infrastructure that was installed generations ago.
The effort highlights a broader reality about infrastructure renewal. Replacing old systems is rarely as simple as removing one pipe and installing another. Ownership, records, funding, and construction logistics all play a role.
For many cities, lead pipe replacement has become one of the largest and most visible infrastructure programs currently underway. The work may be happening underground, but its impact will be felt for decades.
